You don't think it's because when they cast him they thought they could work around the 2 other projects he'll be filming and they had to pivot after the Potter shooting schedule for Lockhart's scenes changed and they couldn't make it work anymore?

Sure, that seems likely. I was just guessing based on how quickly it happened after the announcement. I didn’t put much effort into reading more into it.
I think Kit will do fine as Lockhart. He did the voice in the new audiobooks and I thought he was great in the last two seasons of Industry. Much better acting than what’s been asked of him before in GoT and his other projects.

My guess is they wanted to film with Hoult but knew his current projects could conflict (he’s filming Man of Tomorrow and has like three other projects currently in production phase) but made sure to have a backup if it didn’t work out.
And with Harrington also with HBO already and having done voice work for the character, that’s an easy swap.
