Betty Boop is in the public domain now. Anyone can make a betty boop film however they want....

Boop: An indie horror film starring Devanny Pinn, which focuses on darker, supernatural interpretations of the character.
Don't Make Betty Boop: Produced by Dean’s Haunted Mansion Film Studios, this indie slasher film stars Mina Baldovino as Betty Boop

Its the first movie being produced by the chick in the OP from Abbot Elementary's company. Not sure if they have a deal in place with a distributor yet.
Abbot Elementary is on Hulu/Disney so may be headed there.

Does this girl have naked pictures of the CEO of abc/disney? Abbott elementary gets much less viewers and demo ratings than scrubs and yet Abbott gets a full 22 episode season while Scrubs gets another 10 episode season. I thought business was about making money?
