Mid 2000’s USC. Only won one legitimate title (2004).

Pro: it's definitely the Schottenheimer/Norv Turner era Chargers
College it's Arizona Basketball after winning in 97 they brought back their entire team only to get the blown out in the elite 8. They went on to bring in soooooo much talent Arenas Walton Stoudemire Jefferson Frye etc and disappoint every year

shite, the 2020s Bills are about to be one. All those great teams and never making the AFC championship.
They have made the AFC championship, just not past it.
You are correct, they are entering this territory.

So did the Raiders. Flores is in the HOF.

The 90s Atlanta Braves is the right answer, with the 1997 team in particular being the poster child for choking when it mattered most.
The 1993 team losing to THAT Phillies team and the 1996 team blowing the World Series after annihilating the Yankees in Games 1 and 2 in New York also come to mind.
The 1997 team had a World Series stolen from them by that fat piece of shite Eric Gregg.

I know they got one early, but I’m going to say the 2010’s Packers. Offense was absolutely stacked most years and probably should’ve at least punched a ticket to the Super Bowl at least two more times.

93 team just ran out of steam catching the Giants (no wild card then).

Most heart break I've felt as a fan of any team...I was at several of the games and the whole place sank when Hinch pulled Greinke and when Cole never went in.
It's still hard to believe that we didn't win a single WS game at home. 2019 Astros were arguably one of the best line ups and for certain one of the top 2-3 best pitching rotations of all time (behind the '98 Braves and possibly that 60 something Dodger team with Coufax, Sutton, and Drysdale).

Over a 3 year stretch they were ranked #1 by the AP 2 in the coaches won the BCS and lost on basically the last play in arguably the greatest college game of all time to an absolutely loaded team and an all time great performance by Vince Young and finished #2. So that’s 1/2, 1/1, 2/2
Some of you do not understand what “underachieving” means

No playoffs.
Did they under achieve? Or would things have been different if they got the the Alabama treatment of do-overs and Playoffs? Nobody played better at the end of the year than Pete Carroll's teams.

If there was a 4 team playoff real strong possibility USC is in every year from 2002-2008. 2002 they had 2 loses but an absolutely brutal schedule all BCS teams 8 ranked teams, but they lost to WSU who won the Pac10.

They have never even been a 1 seed though. Hard to call it “dynasty” years

Late 70s Houston Oilers.
If not for the Steelers, they'd be 2 time champs, maybe more. Peak Campbell was an unstoppable force. And the best fan base possible

In hockey, the late 90s/early 2000s st louis blues could have easily won multiple cups, but they never even made one finals.
Yeah maybe if the Avs, Red Wings, Devils, and Stars didn’t exist during that time.

I assume anyone old enough to have grown up during that time would know of the Braves, Bills, Eagles and maybe a couple of others (I know nothing about the NBA after 2000 or so). The Braves, I'd think, take the cake here. Won their division 14/15 years, which is phenomenal in baseball. Won the NL pennant five of those years and took home one WS. If they get two, I think we'd pass over them as "underachieving". But one makes it look underachieving, esp with their pitching. The Bills have an equally strong case, though I'd go Braves. Four straight SB, no wins. They didn't have just great seasons - they had seasons where they literally finished #2, in a sense (obviously the conference vs conference argument affects that). They were a great team that ran into career days for QBs in the SB. Didn't grow up during the 40s/50s/60s, so I'm sure those have contenders.
