I think it moved based on where the batter is when the ball is pitched, yes.

That a live umpire calls balls and strikes. Change that rule so a ball thrown 6 inches off the plate can't be called a strike, nor can one thrown down the middle be called a ball. Also make it so umpires no longer have the authority to throw people out of the game. If your call sucked you deserve to get ripped and should have to stand there and take it.

Back the mound up a foot or two. Batting averages have been dropping since pitchers mechanics and training have gotten so much better. We need more balls in play and action.

Eliminate interleague play and get rid of the DH in the NL would be a good starting point

But the runner in that situation is no longer “forced” to advance to the next base. Once the tail runner is out, the lead runner can freely retreat.
The exact same situation happens in reverse when the bases are loaded. Lead runner at 3rd can be forced out at home, but all subsequent players have to be tagged out if they attempt to score.
