OJ comes to mind... But with Phil, everybody has always known he's a pos and just overlooked it because he's a lefty with an insane short game that always goes for it.
That said, where he could've gone vs where he ended up after winning the PGA at Kiawah is one of the wildest juxtapositions to think about. That win with the crowd surrounding him and going wild basically ended anybody giving a shite about Covid at sporting events.
At that moment, he could have said okay, this was great but I'm getting old. There's a whole new fanbase arriving to golf. The Tour is about to go though another transition and I can be one of the faces and eventually a large voice that can help. Over the next 10-15 years he could have started transitioning to being the lead play by play guy at NBC, Ryder Cup Captain, Honorary Masters starter, a voice in the game, on and on.
Instead he's become addicted to some kind of substance, ramped up the whoring and gambling, and attempted to blow up the Tour. Now he's just a total pariah to the game.

A tour caddy lives in my neighborhood and I've played golf with him a few times in our club mens league.
He's said that most professional golfers are scumbags of the highest order and people that you would likely want to avoid in regular life. He did give a special shoutout to Phil being a purely awful human being and a generally slimy frick.
He also said that if you want for your kids to root for someone it should be Matt Fitzpatrick, he's apparently a genuinely good person.

Pete Rose or Lance Armstrong probably fits in here as well. Not quite as murdery as OJ, but had significant falls from grace. Lance was loved by everyone, probably can't say the same for Pete. Maybe universally respected, but not loved.

He definitely made it better for the players. LIV would have never existed if the Commish had taken some input from key players like Phil, from time to time.

Years ago at a Masters practice round I went to, Phil appeared to be quite amiable to the fans. That surprised me.

This is a false equivalency. The PGA was never going anywhere so there was nothing to “save”. The things they did in response were to increase purse sizes, attract more money and improve the experience of the most pampered athletes in the world, the golfers.
But the PGA was never, ever at risk of going away.
