They could have potentially managed a 32 team tournament but 48 drastically reduces the number of potential hosts. Realistically they could only co-host as part of a joint bid with another confederation

They are holding the opening game in Uruguay to commemorate the 100th anniversary of the first World Cup which took place in Uruguay in 1930.
That one game shouldn't disqualify either of the Americas, but it's FIFA, so who knows
