There needs to be a 1L sample.
Only 300ml were able to be extracted.
By the numbers there should have been 1.7L left so 1.4 remaining.
Otmar believes the fuel is in there, but the pump couldn't get it out, wants to replace the pump.
Rules state that no bodywork can be removed to get the fuel, hence the question if they can replace the pump or not.
FIA has possession of the car at their HQ and will keep it until the matter is resloved. Even if that resolution is after Spa in 3 weeks.

Being new to the sport, I didn’t know this rule existed. What is the reason for fuel testing?
Is the lack of 1L because they think Alfa ran with less fuel, thus less weight and faster car?

The article dives into the history and reasoning, short answer is to prevent cheating.
The teams have to register the fuel they use and then FIA spot check to make sure the teams are using that fuel.
1L because there are 3 samples, one the FIA tests, one an independent lab tests, one the team keeps.
2012 was when Seb had a similar issue with Red Bull. I remember him stopping at the pit exit.
Latifi and Russell both had their fuel checked because they too stopped on the circuit after the race. Stopping on the circuit is a guarantee that you will be checked.

Well that was a disappointing end to a Sunday morning to hear that Seb was DQ. I hope the appeal works but I'm doubtful.

It’s also a safety issue and a competition issue. You don’t want cars running out of fuel on the track at the end of the race and having to yellow flag the very end
