Theoretically, yes, he would bring that. But in practice, is a team going to want to give up years worth of #1 and #2 picks for him? How do you improve your team when you have $40 million wrapped up in one player and no high picks?

Considering Jack Easterby is going to be involved in the deal, they will trade him for some magic beans and some practice tees.
Watson likely wouldn’t be wanting out if Easterby and Bill O’Brien didn’t buy high on players like Tunstil then sell their other players like Hopkins for pennies, leaving them both without draft picks and without star players to go by Watson.

Yes, some team will do it.
We’ve seen teams do it for the right to draft Jared Goff and RGIII. Teams will be lining up to try to get Watson.
If your roster is already built well, Watson makes you an instant Super Bowl contender and by the time that window has closed the well of picks you gave up has been replenished

1) He couldn't afford to retire, he would have to pay back his signing bonus. Doubtful he has the money to do so. Even if he didn't spend a dime, Uncle Sam isn't giving him that 37% back.

He wants a trade, I'd consider every avenue and offer to trade him. I'd want a monster return. If I didn't get a monster return, I simply wouldn't move him. At that point, the ball is in his court, how does he want to be defined as a player?
If he wants to quit trying during games like Harden to force a trade, go for it. It'll end terribly ugly, likely with his team revolting against him, those dudes on the Oline aren't going to have the same reactions as John Wall if Watson goes that route.
If he wants to hold out, go for it. It wouldn't change my asking price as he has no leverage, he won't hold out for 4 years, so if you're the organization, that shouldn't play into your decision in any way, he would come back and play football for Houston.

If he holds out, he could lose his entire signing bonus money under the new CBA. Watson really has no leverage here unless he decides to actually sit out and be ok with giving up the bonus.

But he signed his contract 4 months ago. If you can't give the organization more than 4 months to set a plan to right the ship, then that's a you problem.
Things like really shitty trades like moving Nuke, hey Watson knew that, that happened before he signed his extension, so we can't turn around and use those as examples for how badly the Texans have done him and should trade him.
Watson knew of the shite show, but he still wanted to secure his money AND then decide where he goes afterwards. That's not how it works. If the team doesn't want to trade him, he'll be back and playing for the Texans next season, and further, for as much as a shite show as HOU has been, this part of the shite show will 100% be Watson's fault. So now he can't even really complain about that as he's guilty of the same thing.

A lot of teams. This is a QB driven league, and if the team believes he can be a consistent top 5 type for 15 years... it's well worth it.

They get two teams (Jets and Dolphins) into a bidding war for him. Both have two firsts this year, and a young QB they could throw in. Jets have two firsts next year, Dolphins have one.
If they can pull in three firsts + the QB + probably some later round picks, you'd have to consider it if you're Houston at this point. You hold the leverage, but if you keep someone who is unhappy you can destroy the team even more. Plus you get labeled as a team that isn't friendly to their plays (aka the Bengals).
It's a tough situation, but you basically have to hope the Jets and Dolphins start bidding against each other.
