Have to say I'm not a fan of the bastardized parc ferme rules F1 uses. They don't want teams to be making setup changes after qualifying, however you can change your entire car, including the tub, if you have damage.
They have to use equivalent parts, but I don't see how they can guarantee there is no difference in the setup of the car. As shady as the teams can be in trying to get an advantage, slipping in different springs would be trivial for example.
If you wad up your car and need to replace parts you should go to the back.

I've always wondered that as well. Setup changes are somewhat allowed as some changes can be made on the grid.
Part replacement themselves have to be done under supervision of FIA officials, and usually the FIA take possession of the parts removed (assuming so they can compare later if needed).
This year we have seen a lot of parts replaced under parc ferme that would seem to allow a certain advantage.
