It could happen today if you had just a few robot pace cars to govern the flow of traffic and maintain a constant speed. The Japanese proved this years ago. The majority of traffic jams are caused by people's inability to maintain consistent speed.

The highways in Ohio are essentially pristine from Cincinnati thru Columbus to Cleveland. Almost all three lanes.
