It’s against the rules to drop a pop up on purpose to try and get runners to leave the base. Braswell needs to pretend to lose it in the sun or do better acting while dropping the ball.
I think the ump was just reminding him that he wouldn’t have been allowed to get any runners out of the left the base when he obliviously dropped the ball on purpose.
