I understand that all of the teams try to delay bringing guys up so they don't start the clock on them for contract reasons. But how in the world are they just letting this hang out in AA.

He’s only 77.2 IP into his professional career.
AAA is really a speed bump in development for most organizations. AA is where the real prospects sit.
The mariners are being smart by protecting his status as a prospect for trade negotiations AND protecting his arm and mentality by not having him show up and get shelled in the majors if they decide to keep him and move SPs from the major league roster in order to get a deal for other positions of need.

The Mariners have six good pitchers in their rotation. They've been piggybacking them at times to get all of them work. This isn't an issue of service time manipulation.
It sounds likely that one of Luis Castillo or Emerson Hancock get dealt in the next 10 days. I'm sure Kade will be up shortly thereafter.

When I worked in minor league baseball 30+ plus years ago, players got called up from AA and players were sent down to AAA.
