He was arrested for two counts of vehicular homicide, first-degree vehicular negligent injuring, traffic control signals, operating while impaired (first offense), reckless operation of a vehicle, insurance required, and operating vehicle while license is suspended.
His BAL came back something like .13.

What's he getting at with #4 when he asks how BRPD saw the accident or got there immediately? Does he think there's some sort of conspiracy? Isn't it a good thing that they got there quick? Maybe I'm missing something.
