You can actually balk with no one on base. If his foot isnt on the rubber or if he pitches before the ump is ready

Yep. I just looked it up because I didn't know it could happen, either. If no runners are on base, balks usually don't have consequences, but if the pitcher isn't engaged on the rubber when the delivery is made or the pitch is delivered in an attempt to catch the batter off guard, a ball is the result.

The pitcher was not in contact with the rubber when he released the ball so the first base umpire called it an illegal pitch.
