You just have to be more careful because they can and may come after anyone who is found to be divulging that kinda information, especially in this situation where a lot of money is at stake (sadly).
Also, from the reports of his injuries (broken leg with nerves and arteries exposed) should lead us to believe that doctors would have to fight to save his leg without your friend informing us.

That may be the smallest offense they could ticket him for. Given the accident, I don't think there's a "he suffered enough, let's not give him anything" option officially.
Means nothing though, so long as he pulls through.
