To even include that kind of a comment at such a time is ridiculous. The wreck just happened. Are NOPD really that bright?

Only really conceivable way is that those in the car with him were already asleep, but that's neither here nor there. If there were others in the car I do hope they are OK.
Also, yes he has to be probably be cited, it doesn't, however, have to be announced today?
If someone asks, has Jones been cited or was it alcohol-related or whatnot, a simple "We are looking into the accident" would be sufficient. I wouldn't mind being lied to on that account, personally

Probably damage to city property (street car pole, signs etc)
If you are involved in an accident and there is damage to government property, you will be ticketed.
For liability reasons and for recovery of property damage by the government agency. Standard procedure.

Police anywhere will report what charges the drivers are facing regardless of injuries,etc. It has been 6 hours now, so yeah, those kinds of things are going to make it to the media.
