The rule states that the for an out to be recorded, the tag must be applied or if a force out, ball caught/base touched before the runner reaches the base. Therefore, one can only conclude that if those actions occur at the same time (tie) or after the runner reaches the base, the runner is safe. So while the rule does not state that a “tie goes to the runner”, you arrive at the same result.
