As long as the ball or any part of the quarterback's body behind the line of scrimmage, it is considered a legal forward pass

If any part of your body, including a toenail, is behind the los when the ball is released it’s legal.

His entire body has to be past the LOS. He basically would have had to be standing on the 1 yard line.
