He looks like that based on PG film. He looks to have a smooth swing with a quick bat. He also had a 100 mph exit velocity, which is pretty good for a guy not considered to have a lot of power.
He looks like a high level OF with a plus arm and elite speed (6.3 60 to time).

It's a completely different methodology than Perfect Game, who bases their rankings primarily on who pays to attend the most tournaments they're involved in.
