This is objective and it eliminates to “eye test.”
Of course, some people prefer the eye test because it can get their favorite into the hall.

There are 25 people who have won 25 or more events on the PGA Tour. 38 have won 20 or more events.
The World Golf Hall of Fame qualifications are:
- minimum of 40 years old or 5 years removed from active competition
- 15 or more wins on approved tours OR 2 major wins
Election still requires a 75% vote by the selection committee.

You can't underachieve unless you were highly touted coming out. Finau was on the Big Break and wasn't anything special until recently. He is good and he should have probably won more tournaments. But he hasn't underachieved imo.
If Tony was slightly better at around, he could be the number one player in the world. He already is an elite tee to green golfer but his short game is merely average to below average
