Got that right. I went there once when my wife was working for a title company several years ago. The owner of the company, an attorney, wanted to treat his staff and I happened to be invited since I had sent things like home baked banana nut bread for them to have in the mornings and even went as far as catering a few lunches for them.
Long story short, I got there when they knocked off work and had a couple beers followed by a couple cocktails. The companies owner was ordering bottles of wine, those small plates of food, cocktails, etc. for over 2 hours. I found out from my wife that he had spent almost $1,300 by the time they checked out and tipped the staff.
Truth is, I don't know that kind of life where spending that kind of money on food and drinks is considered OK.
The most I've ever spent for a meal and cocktails is $700 and that was when I had won more than $1200 on a season long NFL football pick-em tournament with fellow employees. Every week we'd pick the entire NFL lineup including the points spread.
Every game lost would see $1 going in the prize pool. By seasons end me and a fellow picker were tied and it came down to a the last game of the regular season and I came out on top.
The deal was, the winner took all the participants out to dinner at a nice restaurant. This was in the 80's by the way, so things were not near as expensive as they are today.

Cure isn't really for me either unless I need to take a business associate somewhere like that.

Bar Marilou downtown but it’s not cheap, even for happy hour. Hands down the best craft cocktails I’ve had in the city in a while though.

If your downtowm many of the boutique and smaller hotels with cool bars have awesome happy hours like Ace, NOPSI, W French Quarter and the Catahoula, plus at Ace and NOPSI you can end up drinking with a nice group of ladies from bachelorette parties or a group just coming down from the pool.

Blue Oak is still solid but it used to be a lot better. Now only selected (shitty) drafts are $3.

Pizza Domenica’s happy hour is great but the hours are pretty bush league (3-5pm).
Superior Seafood like others have mentioned- also like their reverse happy hour on Friday and Sat. (starts at 10 and I think it goes until close)
Araña has 1/2 price tacos & drinks (excluding Mojitos for some reason) from 3-7 M-F. One of the only options that goes until 7 on Magazine.
Barrelproof is a popular spot. Their $5 ole fashioned is hard to beat. They aggravated me the last time I was there, though since the bartender didn’t mention anything about Rye OFs not being included.
Cavan has a good selection of small plates for $8ish, $5 cocktails/wine and I think half off beer.
DTB is about the same as Cavan deal-wise (Chef Nathan used to be at Cavan). A selection of small plates, 1/2 off beer, wine and Wells.
Been wanting to check out Tito’s Ceviche and Maypop, both of which have good offerings.
