I've been to that bar.
My favorite in Riga was Labietis Brew Pub about a 20-30 minute walk from the city center. It was behind an old crumbling gothic looking gate...We met these 2 swedes at another beer place and they asked if we wanted to go with them to Labietis. When we got to that gate I was feeling a little Stieg Larson crap was about to go down.
Turned out great! Ha! It was back in this courtyard with old buildings around it.
The Owner/Brewer started a new batch about 11pm that night. Guy was about 6'-6" tall.

The Speedwell Bar aka Mennie’s in Dundee Scotland. Strong selection of whisky, amazing pours, dirt cheap prices (Balvenie 21 for 8 pounds), and some fun fricking Scots to party with.

Buddha Bar in Monte Carlo was pretty cool. Durty Nellies in Dunratty, County Clare was fun as hell watching Ireland win in the Euro cup. A private party at the bar at the top of the Guinness Brewery was cool. Numerous hole in the wall “ snacks “ in Oita, Japan where I used to live.

Hambara Bar in Sofia, Bulgaria
Tucked away in an alley, there's no signage inviting you in. Inside, there's no electricity. It's 100% lit by hundreds of candles. I have no idea how the place hasn't burned to the ground. It was one of the coolest environments I've ever been in.

Coincidentally I ended up going to pub da aldo when I was in Venice a couple weeks ago. Was staying in canareggio and walked by it and said this looks like the place for me. Huge European craft beer selection even if the beers weren't as good as the states. I didn't know it was cash only and the owner was like just come back and pay me whenever. Of course I ran to the atm and came right back but I thought that was mighty nice of him.

La Factoria in Old San Juan.
It has 4 different rooms/themes. For example one bar/room is small and American themed, another is larger with dancing and is salsa themed (live band). It was ranked among the top bars in the world

I just remembered we took the row boat ferry from Big Bend over to Boquillas, Mexico and went to del Carmen cantina. Its the one Robert Earl Keen sings about on Gringo Honeymoon. This was way back in 2000 or so when you could cross without a passport. The cantina was cool but getting there was the adventure.

I don't know about the coolest. I probably forgot that one, but one of the most interesting was The Unicorn Seattle.
As you can imagine, very gay friendly. Carnival decorated, lotta gold, taxidermy and pastels. The first drink on the drink menu is Unicorn Jizz.
The best thing I can say about Seattle is that it's amusing.

I'm a lover of dive beach bars. My favorites in the Caribbean
White Bay on Jost is tough to beat. Perfect setting. Incredible water and beach and iconic beach bars. Soggy, One Love (lobster quesadilla ftw), Coco Loco, Hendo's. The only downside now is that they've put in some cruise ship thing at the opposite end of the beach. frick that.
The Willie T. It just moved back to Norman Island and I challenge you to find a bar anywhere that is more anything goes than the William Thornton.
Soggy Peso on Isla Mujeres. Perhaps the strongest margarita I have ever had and we always have great conversation there. Also hit The Joint near Punta Sur for breakfast mojitos.
Elvis' Beach Bar on Anguilla. A washed up boat turned in a bar. Bret is a great guy and it's another perfect setting.
Cow Wreck Beach, Anegada. Anne is wonderful and the bar is on a beach where you can walk for miles and miles.
Freedom in Paradies aka Rasta's on Cozumel. The hell with the Carlos and Charlies or Senor Frogs crowd and their overpriced drinks and food. Rasta's has no electricity. All drinks are on the rocks and the food (which is excellent) is cooked on a hotplate off of a generator. It's right one the southwestern tip of the island and the water is beautiful there.
