Nothing about this tweet says they are announcing a new coach. Using logic there is no reason to believe this would be the case either.
The only way they would be announcing a permanent coach would be if it’s stoops. They could be announcing that stoops is going to coach the bowl game

The press conference just might be a clarification of what's happened and that they're going to conduct a search. May not be that they've got their new coach.

It's one tweet of like 20 I'm not going to go dig out because that's just extra. OU told all the local news agencies to do it live because it's going to be big. This is not going to just be a recap of what happened yesterday. New coach is speculation, but it's also the only thing that really makes sense.
I would not be terribly surprised if it's announced that Stoops is unretiring given how hard the OU lifer assistants have been on salvaging the class rather than finding their own jobs, but remember that OU has known since at least the castor thread. Probably a lot earlier. This move likely didn't actually blindside anyone involved with LSU, OU, or USC.
