I mean that rate sounds like rates you’d possibly pay a very large consulting company to do such work. Maybe a full time designers salary + benefits.

Meh, if his company was providing all of the services for the city listed on their website, that figure is probably about market value. It's at least in the ballpark. He's not just posting shite to Facebook. If they were not, well, that's totally something different.
