Incorrect. She has no authority to call up the national guard. The DC guard answer to POTUS. They're federal.

Civil authorities - Capitol Police, Secret Service, National Park Service, DC Mayor, etc all make request for support and the troops are working for the entity that requested the support....
If it is a specific military function then those troops will typically be under the control of the JTF-NCR

From what I have found, the DC Mayor deployed approximately 350 NG troops in the days prior to Jan 5-6 to prevent damage from rioters. That obviously failed but I don’t see any explanation why.
Following the rioting at the Capitol, 1,100 NG were activated in DC. NY Times article
After that, it seemed to pick up its own momentum and, fanned by baseless claims by the FBI, we now have 4x as many troops in DC than we have in Afghanistan.

If the plan was to capture a lot of bad guys and gals, I would hope the ones being captured have too much hubris to see what is going down.

Incorrect. She does not have that authority. The DC guard is federal. They answer to POTUS, not the DC mayor.
