My guess...
they illegally spied on any republican and also Bernie Sanders, etc. for Hillary's benefit during the campaign. Thus, knowing they were helping Hillary win and continue their own policies no one would find out. After all...they could not just sit back and assume she would win...they still must put in the work.

Because the reality is this wasn’t a special case, Obama and Brennan spied on EVERYONE. I mean we know they spied on journalists, conservative groups, members of the senate, Merkel.... this was just their norm.

The intent was to not just beat Trump, but rather to ruin him and his family afterwards –– to figuratively raze Trump Tower, and salt the earth where it once stood. They were set to give DJT, DJTJr, and Kushner the Flynn-Manafort Treatment. A message was to be sent to any other billionaire nonsystem upstarts, "Do this at your own peril."

The Obama administration people HATE Trump.
Had Hillary won, there is a 100% guarantee Trump, his children, and anyone else associated with the campaign would have been criminally charged and prosecuted on made up bullshite just like Flynn was. Thank God Trump won and his people have exposed much of what went on.
