Why did Obama team spy on Trump’s staff if they didn’t expect him to win?

I’m seeing a lot of posts that Obama’s staff and intelligence teams were scrambling to cover up what they did once Trump won. And it’s obvious that’s exactly what happened.
But if they didn’t expect Trump to win, why the frick would they go through all of this trouble?
What was the end game of these investigations had Hillary won?

Remember the bitter 08 primary between Obama and Hillary. They never liked her. She was thrown a bone as a consolation prize. They knew how beatable she was. This was a CYA operation to preserve Hussein’s legacy.

Their plan was for Her to win and none of this would ever be mentioned again, except maybe when promotion time rolled around. If Trump won they’d just try to get him out using endless efforts and resources to impeach him. And here we are.
