Why Do The Audubon & Gramercy Bridges Exist?

Two giant bridges in the middle of nowhere.
I’ve only driven across the Audubon once but when I did there was only one other car on it. I’ve driven across the Gramercy multiple times and, after crossing the river, the road dead ends in a field and turns around to a two lane road by the levee.
Why didn’t they build one of these in Baton Rouge or near people?

The one in Gramercy no longer dead ends. They have connected it to Hwy 3127 a couple of years ago. There's even talks of further extending the road straight from there. Supposed to be to help with hurricane evacuations or something. No denying they could use another bridge in Baton Rouge though.

Gramercy bridge is for access to Airline/Laplace from Thib/Houma
