Depending on the state, you can report them and they can be ticketed.

I get that dogs bark, but keep them indoors if that's the case. If this was a couple centuries back the dog would be shot. Just because we understand that's wrong doesn't give people the right to subject their animal's noises on to you.

It would be a shame to find your neighbors yard gate was left open accidentally and the dogs got out and then picked up by control.

But seriously, go talk with them and let them know you can hear their dogs within your house. If no recourse is taken after a couple days, call the cops. They will come out and warn them. There’s a law against such a nuisance

We must be neighbors

I work from home & I cannot even enjoy it because my neighbors dogs bark all day long
Every car that passes, every time they hear my BACK door open, every person that walks down the street
They are home all day (retired) so I know they hear them
They take them in at night at least

ETA
Animal control has been called, it’s during the day so there is nothing they can do

1. Talk to them
2. Animal Control (Excessive noise violates nuisance animal ordinances)
3. Bark siren

Beyond that you'll have to get creative.
