If he’s a Texas resident he’s probably correct. Texas has a rule where the top 7.5% of public school graduates in Texas are guaranteed admission into any/all Texas public colleges.

My brother has similar grades but goes to a very competitive high school. He’s not top 7.5%. He will likely go to a feeder juco and transfer.

After all the top 7.5% applicants are admitted, very few get in. You have to have a stellar resume.

I don't know the numbers but I know that the kids my daughter knows that are from Texas describe a pretty competitive environment to get into UT or a&M.

TOPS needs to be a loan that stays a loan unless the student graduates with a degree within 4 years while maintaining a minimum set GPA. If you need a semester or more off there needs to be a process to get a waiver. Take more time than allowed, drop out or fail out then you must pay back the loan. The ones who play by the rules have the loan forgiven upon graduation.

Tops has definitely been a boon for apartment developers. Enrollment wasn't much lower when I was at LSU and there wasn't 1/4 of the number of apartments around campus that there is now.

If TOPS didn't exist, college in Louisiana would be really cheap. When the government subsidizes something it always gets more and more expensive.

Alot of that is population growth and popularity. The new apartments become the old apartments then become section 8.

The cool kids want the new apartments and there was plenty of land that was helping with the city's drainage to be developed.

It needs to updated, not eliminated.

I also believe if you fail out or drop out you should pay back a portion of what you took. I know some are extenuating circumstances, but for the people who party for a semester and drop out need to go.

TOPS, by name would suggest a reward of sorts for the best and brightest. It isn't anymore. It's a huge handout as payment for making mediocre grades. Louisiana, as jacked up as we are in just about every category has an incredible option to TOPS by way of the Louisiana Army and Air Force National Guard. A kid who enlists in either will receive tuition exemption from any state college, in addition to the GI Bill. Additionally, they will be serving their country and community. Both of my kids enlisted in the Army National Guard and received tuition exemption, $380 a month for the GI Bill, an additional $320 a month for the GI Bill "kicker", a $20,000 enlistment bonus (for a critical needed MOS), and their monthly drill check which is around $120 as a new private. That's a hell of a deal for any young kid. The tuition exemption is contingent on maintaining either a 2.0 or 2.5 GPA and satisfactory performance in the military. There are only a handful of other states that offer tuition exemption in the National Guard. Kids that take advantage of this will get way more in the long run that anything TOPS has to offer.

So we essentially don't need TOPS. There is already a program for people to get to go to college if their parents cannot afford it.

I guess we should just close down the state university system. All TOPS does is replace what was once the standard state funding for colleges.

This is 100% accurate. When I went to LSU in 2009, I applied to Texas and was admitted into the university but not the business school. LSU on the other hand waived my out of state and gave me a 50% academic scholarship - this was with a 4.0 GPA and a 29 ACT score.

We need to raise our standards significantly to compete with our neighbors. The massive money we are spending on TOPS needs to be utilized for facility updates and faculty hiring/retention. We are lagging far behind

I find it amusing that most on here would be totally against free college nation wide but yet when it comes to their own state are outraged at the thought of TOPS dissolving. This is not how most states operate and it's the sole reason Louisiana colleges are struggling

You may not think of your daughter as a freeloader and she may not act like one or intend to be one as she may be a hardworking producer but the act of getting TOPS then taking that degree out of state is by definition freeloading and defrauding Louisiana taxpayers who want to keep our best and brightest.

She's a good example of why TOPS needs to be eliminated and if not, absolutely severe restrictions placed on it.

I know a guy who got TOPS and got a medical degree and masters out of it at LSU health center in New Orleans and now he's a nurse practitioner at one of Louisiana's hospitals. That's what TOPS is supposed to be used for.

I agree and that's why John Bel Edwards has no business being our Governor but that doesn't change the fact that getting TOPS funded education and then leaving Louisiana is fraud and ripping off Louisiana taxpayers.
