And even better. They realized it didn’t work so they rescinded the law.

Let me give you a real world example of how this has played out in other states: Florida Insurance Companies: This tort reform bill will lower health insurance premiums and the cost of healthcare by reducing lawsuits and payouts !! Florida legislators: Sounds great...let’s do it! 10 years later... Florida Supreme Court: There is no evidence to suggest whatsoever that the law resulted in a reduction in insurance premiums or healthcare costs. In fact, they’ve gone up. So, we strike down the law. You guys are being sold a bill of goods and are celebrating the insurance companies who are doing it to you. Have fun in jury duty!

It's like saying "taxes will never be reduced dramatically, so i'm going to keep on voting Democrat and guarantee they never go down".

Nor should anyone. It’s an important social function.
However, I think calling on 13 people to spend 3-5 days at the courthouse and disrupting their productivity at work is a cost to society. If the jury threshold is set so low, I think you are costing society a lot more than you are benefiting it by asking jurors to give up a week to decide whether Ms. Jones is entitled to $10,000 or $15,000.

The next talking point from the insurance companies will be that rates can't go down much because LA has so many uninsured drivers on the road.
There is a happy medium for tort reform on both sides of the table.
