It's a toss up between the Titans, Panthers, and Jaguars.
I mean all three could disappear from the league and people would barely notice

even though they are currently a good ball club I'd say its the Chargers.
still think its weird that they are in LA now.

Yeah, the Chargers are 6-2 and nobody cares. They play in a soccer stadium and will just kind of be a throw-in with the new stadium

My vote is the Titans.
Cleveland has only been relevant simply for how big of a dumpster fire its been under the Haslam regime.
To me irrelevance means it doesn't matter what a team does nobody really cares nor does it matter. The Titans could be a playoff team and are 4-4, the only thing that mattered was the Cowboys losing to most people. You also cannot take any Oilers history as part of their franchise so since 1997 they actually have been to a super bowl but most forget it about.

The colts are such a blah franchise (even with Luck).
At least during the Manning era they had some great weapons and also some great individual defensive talent (freeney, Bob Sanders when healthy).

Titans are irrelevant even within the state of Tennessee. Hell, they play second fiddle to the Preds in their own city.
They are the easy answer. You can live a couple hours away and still forget they exist until flipping on your local CBS affiliate on a Sunday afternoon and realizing you're stuck with a 7 shades of blue rock fight yet again.

It’s all about money. No revenue, then no value. If a team has interest from fans then they will have butts in the seats and merchandise sales.
According to Forbes the Bills are last place value wise. Detroit is next to last and then the Bengals.
Teams can be irrelevant competition wise, and undervalued, but years of mediocrity will eventually devalue the franchise. Apparently, unless your the Cowboys. They are listed as the most valuable. LOL

Really, I get asked often how the frick am I a Bills fan in Louisiana. I’ve been a Bills fan since the late 80’s, well before Saints fans actually cared about the Saints before Drew Brees came along. They were wearing brown paper bags on their heads when I became a Bills fan.
I do have to keep up with Saints news though because living and working in the New Orleans area, people I meet automatically assume I’m a Saints fan and want to talk about the game so I have to pretend to care.
