We need to have tougher penalties for crimes that have a victim and lesser penalties for those that don't. Marijuana possession? No problem. Armed robbery? 25 years.

In reality, it would require better educating people and getting them out of poverty. As long as you have those two elements, crime will always be an issue.

Seriously, crime starts with the family.
You'd never rid of it, but it could be seriously reduced if kids are brought up to respect others.
Japan s crime rate is quite low because they are raised that crime hurts everyone, and that everyone should do well for the betterment of the country.
This isn't a race thing, it's a culture thing.
