If you look at the root cause of crime, the only conclusion is to finally pass laws for common sense democrat control.

Start with the school system. Teachers should teach: not suck little Billy’s dick. However, if you study and make at least a 3.8 gpa you should get at least 3 nights per year to have sex with any willing teacher- as long as it is during the summer break. And that teacher must work at a different school : don’t want any conflict of interests.

Once HS is over, you serve 2 years in the military. Do well there, college or advanced tech school is paid for as long as you make a 3.0 gpa or higher.

Graduate college with honors and have a career employment opportunity. Comitt a serious crime, then spend mandatory 15 years in prison- no parole. Comitt 2 serious crimes- prison for 25 more years.

Keep yourself clean: each person retires with significant retirement.

Junkie parents are the worst people on the planet. If there were incentives for them to sterilize I would give much less of a shite about how they choose to live their lives and might even grant them a modicum of respect for having enough sound judgment to avoid dooming a helpless child to a life of abuse and neglect.

1) Anyone needing government assistance for more than 6 months or someone with multiple arrests must submit to a physical and psychological evaluation.
2) Social workers will then rank each person based on aptitude, physical ability, and skill level.
3) Establish a self sustaining community that allows each person to contribute based on their rank.
4) Job training for trade work is done in such a way that a person can earn a certification in their field
5) Work with local industry to hire people once they have earned a certification
6) Military style boot camp for those that won’t get their act together

In short, most crimes we are concerned with are a result of poverty. These people are motivated to make money, but seek out the wrong way of doing it. I feel like this plan is a teach a man to Fish type program. Focus on enhancing basic life skills and give people a path to a successful career.
