It could be they are writing the cancellation email or maybe they are just swamped, they probably had a months worth of orders roll in.

I would love to know the number of orders they received and the total the discounts would cost if they honor them.

I think it's 50/50
They could have sent out an email already if they wanted, they've had plenty of time for that. Also no shipments of any "legit" 20% off orders too.
Probably a good debate on pissing a bunch of customers off versus the hit to the bottom line. They could just put it as marketing, I'm sure with as many forums etc. this was posted they brought a bunch of new customers into the fold and some will be repeat customers.
I'm sure the shipping dept is a total cluster
I was kind of expecting firearms to ship earlier than most since I would think they are handled by a specialty warehouse.

When I jumped on their site this morning I instantly got a popup from them for 10% off for the 18WACTEN code, so that one appears to be legit. Both codes actually work but it will only let me apply one or the other, not both.

My wife made a legit 20% order last night, and I just got shipment confirmation. My two 28% orders haven't been updated.

Mine says "Your order has been received and is being processed. If you would like to view the status of your order, visit Order Status on Academy.com"
so, i got my confirm email. seems like it will all come through so far. also ordered a standard item with JUST the 20% off coupon today... email looks the same as the one i ordered with both of them stacked to 28% for the 30-30 i ordered.
