Depends on your hand position, really.
Most people in my experience can do more chin-ups than pullups if their chin-ups are done close grip. Wide grip chin-ups are where most people struggle, in my experience.

Does "late 30's" typically mean 35? And acknowledging that I joined voluntarily and am happy with my choice is being a martyr? You just make up shite.

Depends on what you consider a trashy person. But I would assume that the standards to get into an IVY level institution are very high.
So now your options would be to fill the ranks of our military with only those individuals who graduated from one of the service academies? Know how I know you didn't go anywhere past high school? Even thinking you graduated from a public school is a stretch of the imagination.

I agree with this - you get more help from the biceps with chin ups and pull ups are tougher for those unconditioned to lifting their own fat asses. Also easier for me to finish the chin up rep, than a pull up once I get a little tired. So, if someone is grading strictly, I'd much rather chins to pullups. YMMV.

I started out doing chin-ups just because I could do 15 or so from the get go and only like 5 pullups. My DI was the one that told me to switch over but I ignored him. After a Year killing myself to get 20 chin-ups I started doing pull-ups. After a couple months of wide, close, and normal gip pyramids 20 pullups were easy.
