This is a terrible response.
One example does not change anything. Everything Kramer does is funny, but it can't carry a show. He's a great character. But George stole the show from Jerry, and Jerry was a smart enough writer to give it to him.

No, that's not slapstick at all. George's humor really relied on the complete selfish insanity behind the character that almost without fail led to his self destruction. The backbone of comedy is tragedy, and there was nothing tragic about Kramer. George's tragedy was pretty much a non-stop bombardment, which almost by default makes him funnier to me.
