Pretty sure it falls well within the statutory authority under the Patriot Act, as well as the very broad regulatory authority for banks by the fedgov.

Guys they use cash for 90% of the shite they do.
The system works like this there is a drywall or roofing crew they get a US citizen normally of Hispanic back ground. The crew gets paid through him.
So the company will pay go between all the wages.
Them he then cashes his check and distributes it in cash to the crew for a cut.
This happens every Friday on every jobsite.
