It would be far easier for everyone involved if she just told people this is what I want the law to say so this is what I am going to rule on this case.

To be fair, her usage of “allegiance” is much closer to the meaning of “subject to the jurisdiction” than Tboy.

So a person here on visa or here illegally is still subject to the jurisdiction of the US because they can be arrested by US authorities. I am pretty sure that is her point.
