The more relevant question regarding this specific situation is: can providers refuse treatment to someone they wrongly believe to be ICE.

Probably, unless it's about race, gender, etc. Laws prohibit refusing in true emergency as well, but I'll leave that one up to the medical professionals:

They can't refuse if it is a life-threatening illness. They must at least stabilize you. Otherwise, they can refuse to treat you.

I would imagine that any hospital system would very very quick to terminate employees engaging in that. That opens the hospital system up to a slew of difficulties that they don't want.

During Covid they quarantined the unvaccinated in ER’s to a set area and took the vaccinated first.
Triage had nothing to do with severity of need but vaccination status.
I was on the receiving end of poor treatment and was mocked by two lunatic nurses and one doctor told me that the Covid vaccination was the greatest gift to mankind.
They’ll try this again, but theoretically, this is the wrong administration to mess with.
