Hunted, then KILLED in Cold Blood for her Beliefs. How is it not a Hate Crime?

People are obviously being killed or injured only because they have a different political opinion or belief ideology. How are the actions taken against someone for their "thoughts or beliefs" not considered to be a hate crime?

First, her death is a tragedy and no one is belittling it, so let's not detour into the usual childish, personal attacks.
With that said, she is one of eleven people who were shot that day.
Assuming that this was even a targeted attack, as opposed to just a random act by a crazy person, what has convinced you (a) that THIS young lady was the primary target and (if so) (b) that she was targeted "for her beliefs" rather than for some personal reason (interpersonal conflict, romance gone wrong, etcetera)?
I am saying (with about 99.9% certainty) that you are simply speculating, at this point.
