It has been difficult historically, to catch a killer who is not a known associate of the victim/victims because of often unclear motives, and victims may not linked.
Nowadays cell phone data (triangulations) and CCTV cameras make catching an unknown killer much more achievable but it still takes time to collect all that data.
Local police and the FBI were not totally “useless”.
