She had a part in this just as much as he did. Knew he was married and still wrecked his house. Is she still employed by UM? I guess the only major issue here is Sherrone went (possibly) psychotic about it, but that is still TBD as we have yet to hear his side and see what he has on her.

He raised her salary to get or keep in her pants, or to keep her quiet.

Then allegedly stalked her, and eventually allegedly broke into her house and threatened to pull a murder/suicide.

Seems like a victim to me.

in the eyes of the law, she's not a 'willing participant' since he's basically her boss.

It depends on the restriction that was violated. Most companies have policies about having relationships with people whom you supervise. In that case, unless the company has a strict no-fraternization policy, only the person higher in the chain of command will get in trouble.
