According to Reddit, the event was a baby shower of a known gangmember. Cambodian rapper MBNel was one of the victims.

Still not much additional info out there. One report states the party was at a banquet hall, but the vice mayor says ice cream shop. All say children’s party, and most include shooting being “targeted”.
