Why do we have to say "active shooter"? Why not just shooter? If you are a shooter you seem to be by definition active.

Because active implies ongoing, which is very meaningful.

Just spoke to my daughter she said there are three of them. Hope she is overdramatic. She said one is at Fayetteville High School and the other is at the Neighborhood Market on MLK.
