It is an Ohira natural whetstone. They tend to be soft and generally prized by people sharpening razors. I don't know Japanese so I don't know the grit or the exact stone but they are usually very fine. I know stones for woodworking tool sharpening but have run into these on occasion learning about those stones. If it is in good shape they normally fetch a pretty penny.
