He was under constant investigation. Unfortunately, he was getting bad advice to just go along with it and let it play out. Those advising him thought that the people investigating him were honorable, but they were just part of the same coup.

The answer to your question is Jeff Sessions, who stabbed Trump in the back and recused himself from the Russian investigation. Sessions then appointed Mueller who tied up all of that information during his investigation.

He had too many deep state actors in the positions who would have initiated such things. Trump was new to DC and politics he made that mistake.
