Seems unlikely. The crust of the Earth is less then 1% of the entire mass of the planet. That 1 dam is included in that. Makes no sense.

Short answer: Leverage
The area of the world where the dam is going is so remote that it wasn't even explored until the 1990s. Flora and fauna exists there that has never been documented. The canyon is something like 20,000 feet deep. It's deeper than the deepest canyons even in the ocean.
Some guys tried to kayak it and they canceled their trip after their leader died. Another guy tried to kayak it and died in the first mile. No one has tried it since.
