Under normal circumstances are troopers allowed to patrol and write tickets in residential neighborhoods etc?

As a kid I remember only seeing them on state highways and interstates now it seems like they patrol wherever they want.

Eta: Holey moley. I know that they are state wide. Forgive me for using the word jurisdiction. I should have said customarily deployed.

Just haven’t ever seen as many troopers on incorporated city streets as I see now.

Any LEO who has graduated the law enforcement academy can write tickets state wide.

City Police - anywhere within city limits
Sheriff's Office - anywhere in the parish
State Police - anywhere in the state.

So the answer is yes, they can.

Pretty sure a cop from Houma can't write a ticket in Lafayette.

We’re these neighborhoods within the borders of a state?

Statewide. With the shortages many police departments are facing, backup for residential patrol is becoming more common than it ever has been.

We have a state trooper who lives a few houses down from us and he parks his LSP Tahoe at the end of his driveway so people will stop speeding down our road. It works.

However, he isn't the most pleasant individual.

The question is not jurisdiction.
Jurisdiction is statewide.
The question i think is meant to address where state troopers are customarily deployed.
In some cities, the police departments are territorial and don't seem to want state troopers or sheriff's deputies patrolling. They would rather state police handle traffic on interstates and coordinate with sheriffs in rural areas.
Of course, not everybody patrols.

Yes. They have statewide jurisdiction and are sometimes given special grants like LACE to do local traffic enforcement.
