Shreveport could not even serve the owner with condemnation papers because he had no agent for service of process in the state. His previous agent, the Mayor and his law firm were asked for his address by the city council and the Mayor invoked the attorney client privilege, refusing to provide the information.
Eventually, the City got them served, but not before this fascinating interaction.
The conditions in these apartments are awful.

That's the risk of signing an ALL BILLS PAID lease agreement. When mgt doesn't pay the bills, then sh*te happens-- literally in the form of smelly odors which can't be flushed. Multiply this by hundreds of apartments, and the stench is profound.

Shreveport, Monroe, Alex, BR, Laffy, etc are all pretty much on the same playing field, it's just geographical bias as to who's on top/bottom. You don't hear about the good parts/areas, only the bad stuff. I'm about 90% sure that none of them are any better/worse than the others.

This had been a problem at various times in BR.
The Brandywine condos were in danger of having water and power shut down constantly because it was a shared meter, not individual meters, and no one could figure out who was supposed to be paying the bills despite the tenants supposedly paying the office.

I'll get roasted here, but shutting off water for tenants abiding by our decades old "indigent" peeps process of government idiocy isn't cool. For the kids anyway. F the proprietor and government for being complicit in the scam.

What's the answer when it's a common meter, the slumlord owes hundreds of thousands in utilities, and he apparently can't be found to serve? Not to mention that even the rent paying tenants are living in abject filth that isn't suitable for animals, much less children or adults. There's hardly a right answer, but the line has to be drawn somewhere.

No, I agree wholeheartedly. But a section 8 tenant has no control over an ancillary bill like water/utilities. Saying that, their dead asses need to get the frick up and out to avoid being a burden, period. Deadbeats aren't the same now as they were in the 70s

There are very nice neighborhoods and parts of town in all of them. As someone who has lived in several of them, you can work, shop and live without MOSTLY coming in contact with the hood rats and ghetto trash.
If you have money, or even a decent job, you can have a nice life in any of these cities.

The current section 8 programs, like EBT, should be done away with and revert back to the shitty cinder block quadruplex apartments with window units and clothelines. You want the govt. - aka other peoples taxes - to pay for your housing? You don't deserve a nice apartment with a big screen TV. frick all the "income based" housing and section 8 vouchers that turn otherwise decent places into third-world ghettos.

I love how a “turning off water to a shatty apartment complex” quickly devolved into another I hate Shreveport rant. It has its major problems but there are some really nice places there. No other city in Louisiana has ANY room to talk trash.

I grew up in the neighborhood on the other side of the levee there. Shreve Island is still a nice place. my folks still live on the front side of it. Those apartments have been shite for a long time.
